Yeah, going by his record he'd be ok with such things existing, but wouldn't actually institute anything that truly supports them, other than allowing them to have their voice. And there's no fucking way he'd pass anything more than that.

But I am interested to see to what extent he was engaged with them.

I think the confusion people have with RP is that his newsletters show him as being racist, but his voting record contradicts this with his stances on civil liberties. I think this can be explained by assuming he's a racist, but not in a malicious way. That is, his line of thought is probably "We are better then them [minorities], but this is America and everyone here deserves freedom", rather then something like "I hate minorities". It's rather disappointing, but it would explain everything. He's still a better choice then Gingrich, Santorum or Romney.

I don't think he's "unable to explain" these stances, it's just that they are unpopular.

His "cure for racism" is for non-racists to monetarily pressure racist establishments to drop racist policies by boycott, etc - as opposed to have the government tell a restaurant it cannot discriminate - since he feels a restaurant should have the right to discriminate if it so desires, and it's not the place of the government to tell them otherwise. He doesn't want MLK day to exist because he doesn't think the government should be in the business of declaring holidays, etc. etc. etc.
