chocobo whistle has always worked in expansion zones. 99% of the people who bothered raising chocobos did it so they could better dig up altepa.

I've never tried nexus cape in Zi'Tah but I know for sure as of last week, the chocobo whistle was still working there. The thing with the whistle, was that it can work in any zone you can normally ride a bird through once you bought it elsewhere so there should only be a few zones where it doesn't work (Xarcabard, Glacier come to mind right away.)

No, I can guarantee that the Chocobo Whistle used to work in The Sanctuary of Zi'Tah- I used to use it there a lot to hurry to The Boyahda Tree back when people used to care about Fafnir or Ro'Meave before Atum had the instant sky warp or for magian trials at certain times. (Arcana on lightsday, I did that one 4 times. >_>)
