Yeah the user agreement actually says that they can and might ban you based on outside info like say address CC number etc. Also I seem to remember people getting duped shit that had no idea what was going on they would just pay the group log in and lot and they still got banned
Basically you can't "add" a npc to the game that the client doesn't already have saved somewhere on their PC. The moogles were always there, we just couldn't see them (unless you use allseeingeye). All they have to do is allow the client to see them, and then poof, moogle appears. It's the same thing they do for a lot of the ingame events. If you use allseeingeye, you can see all the event npcs at any time of the year.
I've had a ton of problems trading anything to the goblin. The only thing he has accepted from all the shit I have is a Bottled Pixie for 3 points.
Thats cause it probably doesnt accept them...Testimony or high tier coffer key caps you out in one trade.

I believe that the potential rewards from this either alternate daily/weekly, or were nerfed in some way. Previously I was only seeing high tier items like novia, novio, PW key, T4 pops, etc. as my rare items with 50 points. Now i'm only seeing bullshit items like exp scrolls, low level magic scrolls, sky pops, etc. as rare items while peeking (Had 60 points at the time).
i think he was probably doing what policy required, even if it didn't make much sense. the GM seems at the end to acknowledge that it seems silly, but he had to follow policy.
if i had to guess, the ticket was probably generated mechanically from a logfile and they just picked the first instance for each player so they didn't generate extra tickets for players who they already planned to ban. the removal of the item was probably nothing more than policy being followed unnecessarily. <sarcasm> after all, if they didn't follow procedure, they could get in trouble for giving some people special treatment! they could even be sued for those unfair practices!</sarcasm>
Not sure if its been mentioned already but the goblins also take missives (the r/ex things you trade to op npcs to start a fight or something, can never remember what it's called) they're worth 3 points.
