Nope. The first time you talk to him you get 50 points, then you accumulate 10 points after JP midnight every day after that without doing anything. So worst case it's a random free item when you happen to remember to go check it (I've gotten a Hedgehog Pie, Tavnazian Salad, Hyper Ether...there are half-decent items that aren't king pops/etc).

Definitely. It's a freebie that has a very small chance of really making your day. No real reason to complain.

More practically, given enough participants and time, it'll likely mean an increase to the number of king pops in bazaars n' stuff. So it could be (partly) a way that SE is addressing complaints about the new system there.
