Are there any really decent like 1v1 fighting games anymore. I remember Tekken and Mortal Kombat, but if I were to get a game for an 11 year old and a 5 year old to kinda share but could have family quality to it what would be recommended?

If kids are involved, I'd recommend Marvel vs. Capcom 3. It can be really technical/deep but also fun to just button mash in, characters they'll probably know and like, and all kinds of flashy shit going on. Tekken 6 is good too.
Ditto on the recognizable character bit. My 3-year-old nephew played MvC3 when my sister and her family were over once. He happened to catch a glimpse of the box next to my TV and was like "I wanna play that!" I fired up the game, put it on simple mode and just let him go to town. I was more worried that he'd pick Deadpool or something and he'd say his "ghost of Christmas kick your ass!" line within earshot of my sister or brother-in-law. He couldn't work the menus so every 30 seconds, he'd be like "Uncle I want a different one!" He almost made it to Galactus.
11 & 5 yo? Family quality?
Dead or Alive 2.
Smash Bros
Smash bros definitely the way to go. Can do 1v1 and doubles as a 4 player party game kinda. Play through it and unlock all the characters, probably the best you can get for that agegroup. Fuck I still love it.
Smash bro's and the naruto fighting games or dragonball who doesn't like magic in there fighting games?
How old am I? 99 of course!
