No a logical person would realize that they are responsible for their car, even if they arent the driver, at the time of the ticket. Giving someone permission to drive YOUR car doesn't remove your ownership / responsibility. A good friend driving the car when the ticket occurs should reimburse you.

Sorry should have been more specific. The Courts can relieve your financial obligation to pay the ticket. You are still responsible for who you allow to drive your car. You are still responsible for showing up to court to fight the ticket. etc.

I've still yet to see an example of this happening. With ~20,000 completely innocent people getting tickets yearly in MD alone (your estimate), you would think you would read some kind of story that confirms what you're scared of. So aside from a blanket statement by one judge with no evidence that she actually followed through on her threats, you have no argument.
