She is either very stupid or thinks you are very stupid. Either is bad. Your issue isn't that a guy is hitting on her, your issue is that a guy is constantly hitting on her and she is doing nothing to stop it by telling him no, ignoring, etc.

Cancel the wedding, wait another year or 2 to see if it's worth it. No reason for you to be working extra shifts to pay for a wedding so soon after this.

She's trying to rationalize her behavior as not being a big deal and solely caused by her looks and men's reactions to it. Essentially she's saying it's not her fault. This guy isn't just saying hi to her. He's saying he wants to fuck her and she giggles along like a schoolgirl because she likes the attention. Not a redeeming quality for your future wife to have. If she continues to do this and you're hellbent on staying with her, you need to go to pre-marital counseling as soon as humanly possible.
