This part of the article is what really stood out to me, obviously it happens a lot otherwise they wouldn't invest in the nets.

Which makes me think, why invest in nets the will have to keep repairing when the workers try to kill themselves instead of just giving the workers a slightly (albeit, very slightly) better work environment?

The original joke was that they called it an Xbox 360 "because when you saw it, you turned 360 degrees and walked away." Which is wrong, but that was the point. He is referencing that joke. People making fun of people making fun of etc.
