Yes if you have the dry skin ability and are 4x weak to fire like parasect. Or in this case, have black skin and are also weak to fire like the darkies.

i was thinking naturally, i.e.; some type combination would grant it but then i realized it's either 0.5x 1x 2x per type and there's only types etc. i am just bad at math
