The thing is, people were already complaining about the time spent on lame filler/fetch quests in swtor compared to the class story. Shifting more resources from endgame to leveling content sure wasn't the answer. The only thing they could have done is make those quests take longer, and even if that didn't put people off, how much could they have stretched it out, and how long would it have prolonged their road to 50? Not enough to make a difference I wager.
Really, I don't think anything could have saved this game aside from having (significantly) more content at launch, and the features wow already had; macros, mouse over targeting, ability queing, dual spec, lfg system, etc. Server transfers/merges should have been in at the first major patch, and free if server populations are such a major issue.
