Actually, they can't, not until you can figure out how to use stem cell therepy to regrow the nerves and frenulum back anyways. You can make it "look" like there's a foreskin, but it's not a foreskin, and is nothing more than a piece of flesh stuck on, and most people who get surgery to restore it are very unsatisfied. You can also spend years stretching the skin manually via T-taping or the like, which looks more natural and works better, but you still can't regrow the nerves back.

On the other hand, they can always you know, have an ADULT circumcision (gasp!). If they don't like it, let them decide when they're old enough to choose, and I mean as adults. Otherwise we'd have tons of parents bullying their children into getting one when they don't even understand their own religion for sure yet.

I've nothing against circumcision. I have plenty of issues against infantile circumcision without a damn good reason, and religion/looks are not a damn good reason. It had better be life threatening.
