those are all shortened forms of ENGLISH words. cum is just coincidently the same spelling as a word from another language, just like "no" in english means a negative, while "no" in japanese is used to mean "of". With thousands of languages around the world, there's bound to be words that are exactly the same in different ones yet mean entirely different things, with no relation between the two.
depends. are they inflamed? if you're just getting them electively removed and there's no actual reason for it (ie: They are inflamed) then yes, it is barbaric.
if someone got their child's appendix removed before it became necessary, like as an elective thing "just in case it gets inflamed someday," you'd call them insane. why would you electively choose to have your kid put under anesthesia and cut open for a "just in case" situation? that borders child abuse and would make me seriously question whether or not that person was a competent parent.
my mom had my ears pierced when i was born. to me this isn't the same thing. You're not removing a body part or a portion of a body part when you get ears pierced. if you don't like the holes, they grow closed, and it's like that shit never happened, NBD. severed body portions do not grow back.

Possibly. I have read about some devices that you can attach to your penis that stretches your skin out so that you get a pseudo foreskin back. Not really sure if it was legit or not. Also foreskin is gross.
There are, and it's legit, just slow as fuck since it takes a long time to grow skin by manual stretching. one of them is actually the TLC tugger, which is the name of one of the posters here. Although he's actually posting relevant discussion instead of trying to sell his wares.
However, it's not really something that will fully restore the foreskin. You can get the loose skin and look, but you'll still have a scar from circumcision and the bundle of nerves that is the frenulum won't come back (thing that holds the foreskin to the penis at the base of the head.)
