any ideas? unplugged/plugged back in/ restarted/ nothing works.

When you say unplugged, do you mean the VGA or DVI plug, or the power? Could be something caused by a loose connection, though that looks inverted. Tried swapping the cable from the one next to it (if that's a monitor)?

it is a monitor, tried swapping, haven't tried repowering it though

just tried replugging the power and what not, nothing has changed. i'm just going out on a limb here and saying this monitor is trash now..

Do you have another PC you can plug it into to test?

As was suggested, try swapping out the video cable. If that doesn't work, and you have a graphics card with two ports, plug it into the one your other monitor is using (Windows should automatically detect this and adjust, but a restart may be required).

If those don't work, plug it into a totally different PC. If it has HDMI in and you don't have another computer around, plug an HDMI device into it.

Furthermore, if the monitor has multiple forms of input (e.g., DVI, VGA and HDMI), try using a different one.

That doesn't look like a connection problem. Test it on a laptop or another PC and you'll have your answer. What kinda screen is it, LCD or plasma?
