The first thing I want to point out is that "cool" is not used to describe any of the other turtles. Just Raphael. Since what we're looking at in these lyrics is the turtles distilled into their most easily understandable element, we can reasonably assume that this means none of the other turtles are cool, just Raphael. And this makes sense. Leo is an authority figure, automatically not cool. Donnie is the brain, trying to fit in with his less socially awkward brothers. Mikey is just blatantly overcompensating. Only Raph has that intangible coolness, but the next line "- but rude" warns you - don't test this turtle. Raphael gets to speak in the theme song and the only one who says anything meaningful - "gimme a break" directly after the "cool but rude" line and as he shoves the pizza he's cutting a slice from into the screen. Raph doesn't care about this theme song. He doesn't care how he's being described. He's Raphael, the best at what they do, and he just does not give even a single fuck.

So there you have it. Raphael is the best.
