It's mainly a problem with the Hmong/Samoan/Islanders. I suppose the only cambodian family I knew was pretty ghetto too, so meh. Not enough field/dick data to speculate.

Any modern culture can be "ghetto", or at least, share derivatives of the ghetto mentality. Anytime you espouse the "core values" of acting trifling, being irrational, embracing a foolishly gaudy lifestile of living beyond your means to maintain a status quo, eschew intelligence and culture, and generally just hate anyone that doesn't act exactly like you, you're ghetto.
