If while "waiting" you decided to continue to move around at that speed, even in circles, it would not work.
The game records and likely provides a readout of your velocity. The record likely exists as long as a character is in a zone. Looking at these values and jailing anything above a particular amount would be the quickest (and ""most effective"") way of enforcement. That's not to say they can't or won't do spot checks, just that it would require more thorough work. And given that conversation is limited to copy-paste lines, I'm sure "thorough" isn't part of the normal GMs job description.
