There's a bit of a split. DX9 encompassed all prior versions of DirectX. DX10 changed to a different model and no longer included the backwards compatibility. DX11, however, is backwards compatible to 10, and can reduce features to run on DX9 hardware. Vista and 7 still use a DX9 install to handle older DirectX versions (can get the installer here, listing OSes that shipped with DX10+).
Far as I know, the only real pending abandonment of DX9 (and thus, backwards compatibility) is that Windows Runtime doesn't support it.

Man, the thing I remember most about the Fests was when we were all sitting in the room watching the presentation of some dude saying "Hey, come play FFXI!" and showing the FFXI homepage with the "Live in Vanadiel" window and the other guy going "I already am" and then him expanding the window to full screen to announce windower.
Blew my mind.

What I remember about Vanafest was taking the Midgardsormr table and shanghai'ing it into the official BG table.
Then I sat there eating peanuts and asking people that walked by if they wanted nuts in their mouth.
