Only -1. The Last Stand has been in the dats since at least Zilart, they renamed it Maquette Abdhaljs-Legion in the last update.
As it stands, there are 8 empty slots in the zone name file, one named "none", and one named "unknown". I have no idea about the significance of the none and unknown zones though, they may be able to re-purpose the data entries, they may not. And the 256 lines may be arbitrary as well, I don't know if anyone knows enough to be able to say if that is a real limit of not. Honestly, the thing that disturbs me the most when I look at the zone list is that there isn't anything close to a semblance of order to it. They started the non-expansion zones on line 100, then left spaces all willy-nilly where other zones were stuffed in- it is a mess.

I want to say that zone #00 isn't ever going to be used for whatever reasons, leaving 01-FF, or 255 total zones. I think they had a decent ordering at first, but when they started running out, they had to start throwing stuff into random places, and previous blank zones that they had as filler in between different categories, and stuff. I suppose the PS2 memory issues could be/probably is true, I don't really know anything about PS2 stuff so I can't really comment on that.

of which only some of the stuff near the bottom seems to be new in the past 1-2 or so test server updates. fuck if I know what SE is doing with that zone, but they're doing something.
Well in the past "the Last Stand" has always been Square's personal like testing zone where they would put in different stuff every single update that changed. But well, the last stand is now in use in the game. Maybe this is their new personal testing stuff zone?
Also I hope "Fat" really is an NPC name.
That one really sounds like a debug zone.
But I guess it gives some clues on what to expect.

Zone 0 is "Unknown", not sure if it is the same unknown as in your table above. (For people who don't play in the data files, the zone dialog and NPC tables are not in the same order as in the zone list, life would be too convenient for us otherwise.) Interesting, one of the NPCs is named "Janken", which is the Japanese term for "Rock-Paper-Scissors". (It is amazing the things you learn from watching Inu Yasha.) I think that the Dialog table for the zone should be two folders ahead in the same spot if it follows the original game rules, I would be interested in taking a peek at it. Of course, that is assuming that they bother to translate the dialog to English.
It would be nice if Square would speak to us like mature adults who understand something about how computers work and would say if there is a 255-256 limit to the number of zones. For as much as a I would love a full box expansion with new zones and whatnot, I can understand that there are technical limitations. But that doesn't mean that we can't have full-blown missions sets utilizing the zones that we already have though. None of that 12 fetch quests with an "it was all just a dream" or "evil twins from an alternate universe" cliche crap ending- a long series of missions spread out over a year or so with an interesting story.

I actually count 10 "unknown" zones in my list, I have the 00 zone which I call just unknown, and the other ones are just unknown# from 1 to 9, incrementing each time it finds a zone which I haven't given a name in the zone list I wrote.
This program is a bit messy. I have a list of every dat used in order from 0 to 255, which I just built one day while digging around in files.
Then I have another list, which is in format #,zone_name, and it skips unknown zones (looking back, why the FUCK did I do that? -.-)
And the program basically checks every file in the dat list, and connects it to the corresponding name in the [#,name] list, and if it can't find it, it calls it unknown# and increments that #. I guess I did it as a way to easily count how many unknown zones there are? that's kinda silly, though. Oh well, lol. I'll try to figure out which zone is that debug dat and see if I can dig up a dialog table.
That's cool about the folder-2 thing, I didn't know that. I was contemplating making a script to check for changes in the dialog tables, I thought would be awesome, but I guess I kinda lost interest in the game before I finished it.
Also, what about TOAU zones? That one has some mob lists in 4/1/xx >.>, or does that rule only apply to zones in ROM1?

Crystal dragon zone doesn't seem to have anything.
Debug zone seems to have some interesting/cute text all the way at the bottom, but I don't know if it's just a copy from somewhere else or an old event or something.
