Probably something to do with some warped sense of innocence; that the kid won't hurt them like the failed relationships they've been in before with guys their age. Either that or they just get off on power trips, who knows.

No, because we live in a world of double standards. And at that age range honestly it's a moot point to me. We don't even have a unified age in this country for age of consent, are you going to try and make me believe that the average 17 yr old person in my state of NY is somehow more responsible and capable of making a choice like that over a 16yr old kid in Kentucky(which is apparently the school this Cheerleader worked at)? Obviously not, a persons mentality is a better indicator of whether they are ready but since the govt would rather not leave it up to their discretion and to deter predation by older males, they stick an age of consent on there that conforms to what they feel is comfortable for their state.
And sexual advances are generally initiated by the male of our species. If the kid didn't want it, that's fine. If he was down with it and charges are only being pressed because an adult found out and they were mortified they should mind their own business and stop trying to police someones sexual behavior. He's gonna fuck anyway, might as well be with someone who wants it and willing to teach him.

And if you're going to talk about double-standards, that's why the law exists: to prevent double-standards from applying. Its bad enough that there are pay discrepancies between sexes based on double-standards; we don't need to start applying different laws for age of consent for sexes as well.
I can see it now: its now legal for males to fuck from 10 and up, but illegal for women to fuck before 20, because the lawmakers are all fathers who wanted to fuck everyone else's daughters as youths, but don't want anyone fucking their daughter.

Except even when the laws are there, there are double standards everywhere. If you think that somehow the age of consent law changed that means you really are dumb. Teenage guy dates a girl wayyounger than him, "no way that's not cool man". Teenage guy gets a girl order than him or possibly even an adult, "YEAAAA BOYYYYY" and they very rarely get reported as statutory even if the law would acknowledge it is as much. Double standards will always exist because 1 gender will try to assert dominance over the other.

1) Why are you bringing in popular and cultural perception when speaking about the law? Even if a dude tagged an older chick and it wasn't reported by anyone, that doesn't mean that if it was taken to court, it would be prosecuted any differently. The law takes hold once charges have been filed.
2) Intent doesn't matter in the eyes of the law, unless, once again, you're speaking about some hypothetical situation where someone isn't going to be prosecuted due to the fact that it was "totally schweet" that he bagged an older hottie, instead of some "sick creep" viciously corrupting some innocent nubile young woman.
