he was franchised, yes. He was offered a 2 year $16m contract during the year fully guaranteed and he turned it down. He's not thrilled about being franchised, but he'll sign the tender without any trouble.
Welker is worth 8-9m per year. He won't be as productive in any other offense in the nfl. I am not a fan of paying people for what they did in the past. He's getting older and WR contracts get riskier at his age. The patriots will not overpay for him.
