It's still serviceable. That said, the idea of Eevee being a normal pokemon that evolves into the other, "special", types is much more appealing than having a regular, normal eeveelution.
Normal Eeveelution is just... boring, useless, uneventful. If i had a list of Eeveelutions I'd love to see, Normal would be at the end of the list, behind every other type ever. It has nothing good going for it. basic pokemon are, generally, complete garbage. Only way it would remain remotely useful is if it kept the same Abilities/Hidden Abilities (Namely, Adaptability), which can make basic Eevee not suck completely.
Just, It doesn't seem like a good solid choice, especially considering the mystery around it thus far.
last normal type i can remember using ever was Taurus, because he was pretty beast when there were only 150 to choose from and before the special/physical splits

There are some powerful normal-types out there, and hoping this one might become one of em. Otherwise it'll be just another Flareon, haha.
That's basically the big point here. If it keeps Adaptability, you have good (when evolved) stats magnified by a 2x STAB bonus and access to high-powered attacks- which would give it a niche similar to how Snorlax did in early generations or Tauros. And if it's got a good set of moves in and of it's own, you also get some nice stuff you'll be able to spread around via egg moves back to Eevee for Little Cup use.
On the other hand, if they give it shit for movesets, it'll either be a EeveeLOLution or something we pray gets a better shake later from whatever X/Y's version of Dream World abilities/the inevitable version "Z" that comes out months later.
While I'm in agreement with most, if not all of this, has there actually been an eeveeloution yet that doesn't have a moveset that's absolute shit? With the exception of a couple of them having decent utility/baton pass sets, they all have pretty sub-par movesets, offensively speaking.
Vaporeon and Espeon have pretty good movepools. Umbreon and Flareon have decidedly the worst. I don't know anything about Glaceon, Jolteon, or Leafeon.
Vaporeon's has a wide array of great STAB offensive moves and utility moves. Espeon has most of the strongest STAB moves that psychic types can learn as well.
Flareon's only STAB physicals being Fire Fang and Flame Charge is an absolute joke, and Umbreon gets nothing that a wall would be expected to have (entry hazards, buffs, good baton pass utility).
Jolteon can be set up relatively decently offensively, if memory serves, but his movepool is pretty shallow in terms of coverage. Umbreon used to be a decent baton passer/pseudo wall. Pretty sure Glaceon and Leafeon are awful, and yeah, it slipped my mind that Espeon has a decent set of moves for what it is.
Flareon is decidedly the worst though, it was horrendous before the physical/special split, and even after they haven't done it any favors.
Couldn't see using it specifically for dragons since it'd be far more efficient to just have a strong dragon type like Salamence or Haxorus for that. More risk but more utility. Flying's easy enough to counter, especially if you use Magnezone

Prothescar beat me to it, but Vaporeon's the king of the Eeveelutions as far as being effective. It's solid defense, gets Scald and solid SPa + STAB to do it's thing, and plenty of HP to Wish/Acid Armor with if you want to go that route and Baton Pass stuff along to someone else. Substitute, too. Espeon's even better for Passing since Magic Bounce not only hoses entry hazards, it keeps moves like Roar from busting you as well. Fragile to a lot of physical moves, of course- but that's what Reflect is for.
Everybody else in the Eevee tree is sitting way down on the list, though I'd put Leafeon up there as a decent Grass-Type, especially with sun weather to grease up that already decent Speed stat and STAB Leaf Blade to go with it. Pity it doesn't have anything really decent to back it up, the high SPa ones can at least go with Hidden Power to cover what their normal attacks fail on. If our Normal-type evolution picks up decent attack, I suppose it could go with Bite or something as backup to cover it's general hosement by Ghosts.
Edit: If Ice Shard was Special Attack, Glaceon would get more love- but as it is, it's best value is in being able to pump out big Ice Beams/Blizzards and such. On a hail team, you can go for luck with Snow Veil and use it to try and drop anything with the word "Dragon" lurking on the other team. I've been bitch-slapped too many times with priority to really like him.
Jolteon is powerful in a Rain Dance team, since he can use Rain Dance and Thunder.
Also, normal types in general make good baton passers. And, if you've never come up against a Fake Out/Double Slap Technician whore, consider yourself lucky.
