HIV may be easier to treat but that treatment is not easily or readily available for those with HIV. Also, the whole thing about Prep was wild. Are more men contracting STIs or has testing become so readily available and a necessity to obtain PrEP that people who were asymptomatic finally discovering that they have had undiagnosed infections.

Needle exchanges are important to have. The problem doesn't go away if you make needles scarce. It only makes it worse.

The model is only as good as their data. Needle exchange is about community outreach more than it is just about directly about reducing the impact of dirty needles.
