The best way to implement this idea?

Objective: I would like a temporary site for conducting experiments and retrieving data. The user should be able to view images for a fixed amount of time (Forcefully move them along after viewing) and allow them to respond to multiple choice questions (And one word bank).

Specifics:
- There are multiple orders in which we may present the image, but I want that evenly distributed (EX: 123, 132, 213, 231, 321, 312)
- I would like to be able to control how long they see the image for (Fixed)
- I would like to control (Vary) the amount of time they have between viewing the image and responding
- I would like their responses organized by the (Order) and (Time between viewing the image and responding)

Are there any websites available for this? I have zero experience with programming websites, so if I took that route, it would require me to find someone (to...pay? I don't even know how much that would cost) who is capable of such a feat.

Depends, if you can get some college kid to do it, maybe $500-$1000, for a pro to do it, probably in the 3-5k region. That's a fair amount of work @ $100-$150/h.

You're basically asking for a custom program, cause I at least can't think of anything off the top of my head that could do what you're asking with just a little modification(anyones free to correct me), with the exact parameters you've set.

That said, it isn't actually complex, just a fair amount of actual work, you could probably do something like that with 1-3 months of self-teaching.

I won't lie; I was not expecting the cost to be that high. Given that I need this within a week (I have a back-up plan, but this idea is priority for me), is it possible to learn within a week? How would I start learning?

Zero (Unless you include spellcast haha). That is why I come off as clueless on many accounts. I wouldn't mind learning Java since they plan on changing spellcast to that language at some point, though.

If you're looking for a way to quickly develop and learn how to create website's I am going to recommend to you Ruby on Rails. Albeit you have to learn the language Ruby, there are many guides out there to quickly and efficiently get a website running very quickly. You can even get a free hosting via Heroku to have a site up in running in minutes if you understand what's going on. This won't be easy... but if you put some time into it, you can quickly get a website up using the scaffold and generate commands for it to do the dirty work for you.
