I've read the BLU page on wiki and was a bit confused about the learning aspect... so let's say I burned my BLU to 99 from 1 and attempted to learn all the higher tier spells; is it possible? Or do I need to skillup a bit before getting all the higher level ones?

You need a certain amount of skill to learn spells. Wiki Says 29 points below the skill level of the spell.

The IME only works if you set your computer's language to Japanese. I had it working on my old laptop, but I had some other issue with using a JP setting so I never installed on this computer.

I used to have it too, but I can't get it to work on windows7. Basically, FFXI won't swap to JP input. I can use it in skype and such but not in game ;/

A couple questions...

1. I know you get almost no drops if you Ga down a lot of mobs (outside abyssea) but is it possible to get a bunch of caskets to drop? Trying to get the various r/ex items and it's boring as hell.

2. I've recently started thinking about redoing magic merits, are enfeebling merits still worth having? Since just about everything worthwhile, (even semi worthwhile) are immune to everything. Or should I keep them in case SE's planned change isn't a joke?

Unless I'm missing something SE's planned enfeebling change won't be for a few months at best. Drop them for a more useful skill.

You could get a better head/body to tp in, but that involves neo nyzul or winning the voidwatch lotto to make it really worth it.
Love torque beats my agasaya. You could go the crit route and get nefarious or the tonberry torque as an upgrade, tonberry has +DT though. I'd prefer love myself.

In second pic what are the Body/neck/legs? And those are skadi hands right?

Body is a new drop from Aht Urgan T2, Kudzu Aketon. Leg are Ambushers Hose from Abyssea-Vunk, neck is Justiciar's Torque from some low tier VW mob (I forget which). (Used Toci's for Exen before getting Aketon). Yes hands are Skadi, Athos are better though iirc.

Far as I know, NM timers are untouched, just PHs can repop faster, making them not as brutal to camp.

What's on your hecatomb?

Str+2 Att+5 on the feet (Kacura+1 would be better for evis). Crit Rate+3 on legs, Acc+6/Dagger+4/Crit Dmg+2 on hands (af3+2 could be better (inside aby), dont remember).

Hands need better augments, but low prio to other stuff/jobs atm.
