There are two possibilities:
- They are dicks and hope to snag someone for really cheap.
- Expecting someone to have the guts to talk the salary up.
If nothing is better at the time, I would still apply for it and ask if the salary is negotiable. If it is not, tell them what a comparable job is being paid in a comparable area. If it is still non-negotiable, tell them to go fuck themselves.
My least favorite part of looking for jobs is that jobs are often posted and left up well after the positions have been filled. I realize that they're trying to collect data on potential candidates for the future, but I didn't need a job in the future, I needed the job right then.
I really hate the new way job hunting has evolved. Sites like careerbuilder and monster have made it so impersonal. It used to be that you would find a job listing and call for information, and maybe set up an interview/appointment to fill out an application, but now it's just "submit your resume and wait, and don't call us - - - ever - - - and pray for the best."
It's more like "know someone in the company or never hear anything back from them ever again." I was lucky that the civil engineering department at my school has good relationships with local engineering/construction companies and the chairman was forwarding our resumes to those who were asking for students that were graduating. The plethora of other applications I sent in went completely ignored. I only picked up this job as the next class was graduating a year later.
If anyone is just out of school/just graduating I would highly suggest speaking to your professors and the chairpersons of your departments to see if they have heard from anyone looking for graduates. If you are not coming out of school or your school does not have a relationship like this, it's a nightmare. I have friends who graduated in 2010 that are still looking for real careers.
It does suck, but with the advent of the internet there are literally too many potential candidates to screen all of them if they call. I've really only seen this to be true of "entry" level jobs, though. I did some work a while back with some corporate recruiters, and the jobs that they placed for had such a small pool of applicants across the entire country that they didn't limit their applicant search to those actively looking for a job.
A personal connection is always going to get you a job quicker, but nowadays you don't make that personal connection directly through the person directly looking for the job, but rather in a confidant of that individual. Every single job opportunity I have gotten has come from networking connections. In my opinion, THAT is where the individual needs to be spending the bulk of their time when looking for a new job.

The company I do freelance writing for just instituted a three strike policy and I got my first strike on the very first thing I wrote.
Wait, so are they actually backdating the new policy? Wow that sucks. If that's the case, there's no recourse or is there anything in it that stipulates on when the articles were written?
