Did you ever consider confronting them during the day about the issue - in person? Or contacting the complex administration? Calling the cops on them doesn't make them change their heart and feel "Oh I didn't know someone's ears were hurting, sorry officer" instead most of the time it just gets more consistent and louder. More effective to leave a note or ask them in person. Or party down with them the next time.

Being in an apartment in my younger days and having cops called on us, it really does nothing. They have no authority to come inside without a warrant and they will generally give you a three strike rule for the night. At that point the party is already dead or quieted.

We were told by the LAPD to talk to the city's senior dispatch dude during the week and ask their advice. It's not our complex, so I don't know the manager or even the people participating.

And no, I don't get involved in that stuff. Why would I let them know who is upset by their noise? That's part of a policeman's job imo. (Being the middleman to avoid confrontation.) I would much prefer the officer talk to the manager rather than us. Especially since this happens so often.

Thanks, ya I was tempted to make a thread and ask bg police about this. I know, I know, I am being all "kids off my lawn" about it, but fuck. I have a toddler who can't sleep with the noise, and I have a newborn making my sleep so rare, this shit is making me rage.

cat's don't entirely grasp the concept of "in trouble," but they do pee in random places when they're stressing, like over a new puppy

Drive past the front of the complex. If a phone number is posted outside regarding units for rent, record it and look it up later, and you will likely find out who manages it. Besides that, if you can discreetly obtain the accurate address, do so. You can then look on Google, CraigsList directly, and other sources to find apartment listings. That way, even if a sign was not posted outside, you may have another means of discovering who manages it.

If you're successful in doing this, you can do one of two things: you can take the completely honest route, and call while stating that you are from a neighboring complex, and that the noises from an apartment near you are keeping you up at night. If you can somehow obtain their apartment letter/number as well, you will be able to do this accurately instead of nebulously. Alternatively, you may take the dishonest route, and say that you are a neighbor in the same complex, calling anonymously, to report that these other tenants are making it impossible for you to sleep at night. Bonus points if you mention the violation of a noise clause in your lease. Since you'll be doing that anonymously, you don't need to leave a call back number.

While we're on the subject of leases, do look at your own and see if there is a noise clause within it. If there is, it's doubtful that it restricts valid complaints to your complex alone. It probably refers to neighbors in general. If so, you can contact your own landlord for assistance in what you have determined to be an untenable situation. State that you are not unhappy with them, as there is no logical reason to be, but if this noise cannot be resolved, the situation will be unlivable for you.

Now, how close to involved you want to get depends upon your bravery levels. When it comes to getting that apartment number, you or someone you know could wait by the offending complex's gate, pretending to use your phone, and then waltz in when someone else does, presuming that there is some type of gate system. Unless they have on-site security, and I doubt that they do, the average person won't bat an eye at this.

Said number could also be the key to getting the police involved, especially if there is a gate, and it has an index of tenants, and that tenant is on it. If the police can be told "yes, go to the gate at 123456 A Street, and press 1 for apartment X," they have a means of getting access. They may not accept it, and may say you need to be at the gate to let them in, and there's obviously nothing you can do about that—unless you did get inside at night and place a call from in there, but I doubt you want to do something that risky.

Only because this is the first apartment we've lived in where they didn't jack up the rent insanely once our lease was up. XD I am trying to be a good quiet tenant so they don't think "Oh hey, we could jack up the price!"

I understand your caution, but you do not have to do it from the position of an irate person. I have brought up concerns with my neighborhood with my landlord before, and she has repeatedly stated that we rank among the best tenants she has ever had. (I have good reason to believe she's not blowing smoke up my ass, either—such as her having asked if we would serve as quality references for her.) While it is good to be friendly with your landlord, at the end of the day, you are not friends—you are two people doing business with one another, and you can have concerns without souring the deal.

Consider, too, that your apartment is their property, and a smart owner wants their property to retain its value and their tenants to keep paying.

Of course, if your landlord is shitty and you fear even civil discussions will result in consequences, I understand not wanting to do this.

What is it about me that draws idiots to me? Talking about my transplant in school today and someone asks how long I expected to live. I answer the question honestly then the teacher says "but Doctors like to assign arbitrary numbers to things."

Even if the cat doesn't seem scared of the new puppy, changes in the household still cause them stress. One of the major side effects of stress is they can develop bladder issues like infections or even crystals. Crystals are really scary, a male cat can get blocked up and die of them within 24 hours (females less scary, larger urethra).

Cats are terrible at change. When I went back to school and was suddenly almost never home/too busy studying when I was home, my cat stressed himself into a crystals infection. :/
