I had to pick up raw dog food....fucking hate Winnipeg with a passion....so much construction too this time around that I wanted to lose my shit on the next person that looked my way. Wife found out we can get it in Kenora now, so fuck Winnipeg.
Kenora would be nice right now. Sadly I wanted to go on a week long fishing trip with buddies over east in Nakina, but used all my time off for upcoming wedding/Seattle trip.

Favorite thing about summer in Winnipeg is the construction that only does half an hour of work a week. One of the busiest streets in Winnipeg(Sherbrook) has had construction going on for weeks now and it looks like it was just started yesterday but shitty streets that no one uses get finished in 2 days.
I haven't had a chance to get on Lake of the Woods this year.....kinda irritating since summer's half over now. Cousin's have a big pontoon boat, and my dad's taking his boat up from Dryden to do some fishing this coming weekend, but of course I'm back to my 2 week work rotation out of town...another random fail I suppose.
I think what irks me more about construction is the habit of blocking off giant swathes of roadway when only a minor fraction is being worked on at a glacial pace. I could perhaps understand if the roads themselves are super terrible, but a lot of the time that's just not the case. There's about a 7-10 mile block on SR7 about 20 miles north of me that has been orange barreled for over 3 years now. Makes me dread any time I have to head up that way if only because funneling through prolonged lanes of 4 foot high concrete dividers prompts some form of mobile claustrophobia in me. It's even worse in night since the road generally isn't street lit.
Got back from vacation late Wednesday morning. Didn't realize until 10 minutes ago that we likely left hubby's work shoes in hotel room. Only plus side is the were falling apart so maybe a good excuse to replace them..
went on vacation, but took his work shoes? eh
I wonder if social media would help. Just point a camera at the construction crews and stream it, see how long the problem continues to persist.
Answers to some of your questions/concerns.
Less busy roads get done sooner- This one should be pretty obvious. Less traffic means work gets done faster. In addition to less traffic being present, there isn't usually a strict working period. For busy areas (highways, large arterial, through streets) there is a restriction to the work time (usually 10am to 2pm) to coincide with rush hour traffic.
Large stretches of roadway barreled/sectioned off- There are Federal highway standards for lane tapers (transition traffic out of that lane) the depend on speed limit of the roadway. In a city (i.e. NYC) you have to have almost 100ft tapered. At 55+ you need almost a quarter mile depending on some other factors (hills, amount of traffic, etc.).
Summer construction- In most places that get seasons there is a restriction to what you can do in the winter because of the temperatures. In addition, you get school zone time restrictions during the rest of the year. This makes summer the best time to have crews running as long as they can and getting as much as they can done. Winter is difficult because you can't pour concrete, lay asphalt, have exposed water lines, etc.
That being said, and me being a contractor as well, I fucking hate construction when I'm driving. Mostly because drivers don't know how to deal with it. Even if traffic is simply shifted to one lane + shoulder as the second lane (maintaining both lanes of traffic on the highway) everyone slows to a crawl.
Winter rules for construction don't apply here.
There has literally been construction on the same stretch of US19 since I moved here 6 years ago.
A lot of that I understand in the "common sense" sort of way, as part of the area in particular I brought up is closed due to rock slides. Even traveling doing the usual hours, though, it's been incredibly rare to actually see workers. Now, at some point there allegedly eagles nesting in the area or something which required relocating and all that, fine, but this just feels like something that's gone on way incredibly too long.
Then again, our DoT here kind of blows in general and I wouldn't exactly say the lesser travel roads get fixed more quickly. Just heading to my sister's place, there's a sinkhole coned off along a hill that takes up half a lane. Problem is, the road is deteriorating along the opposite side now, in part due to people swerving a bit along the shoulder, I'm sure. I have no doubt that road will be impassible soon and I always worry it'll collapse when I happen to be the one on it. I'd say this issue itself is at least 3 months. So, priorities are fucked up somewhere. :/
Funding is always an issue as well. Even if the city/state has money the internal agencies will argue with each other who it belongs to. State DOT will say it's the City's responsibility, who will say the County will have to take care of it. If it's caused by a drainage issue they will drag the sewer/water guys into the fray, etc.
I can assure you, the contractor wants the work to be done so they can get paid. The agencies are the problem.

As my personal fail, when I went up north to visit family I made the mistake of giving my aunt my phone number. She texts me every fucking day, like overly attached girlfriend or something. I don't talk to my own parents that often. I tell her I'm busy and she keeps texting anyway. Ugh. So annoying.
Except you assume that I didn't read it all, which I did. But rather than reiterating what was already said, I mentioned my own personal experience with construction, meaning that I've had to put up with construction on the same stretch of road for six years straight with no break in between, which I happen to believe is pretty goddamn fail on its own.
It's a trade off, having to put up with snow but losing the orange cones for several months out of the year.
