The tip out is meant to be used to pay the hosts, bartenders and kitchen workers a little extra (i.e., so the restaurant can cheap out and avoid paying those guys decent wages). And the tip out is taken from servers sales regardless of whether they actually get tipped on a check or not.
So say your check is $100 and you tip $10, you leave thinking "oh, that guy just made $10" when really half of it went to the restaurant. And it's why servers get mad as fuck when people stiff them on tips at all because they have to pay that shit out of their pocket. And it's not like minimum wage is good. I know in Canada a few provinces actually have a lower minimum wage for servers specifically because it's just assumed that they'll get tipped. And god knows some of the really really shitty hourly wages some States in the US pays servers (talking like $2~3 an hour).
That being said, as someone who worked in the service industry, tipping is 100% not mandatory in my opinion. It's a kind gesture and a show of appreciation. But a lot of people (restaurant owners/governments/plenty of jaded as fuck servers) feel like they're entitled to that shit. Which I don't think is the case. When I worked in a restaurant, I worked my ass off to earn that shit. But I also worked with plenty of lazy assholes who didn't put in an effort and then bitched and moaned when they weren't "tipped properly".
Also, Vagus is a young Asian guy from Vancouver (Richmond) BC. Believe me, in the service industry we didn't expect much from young Asian people from Richmond lol. Basically everything he's said about this discussion is more or less when you can expect from Richmond
