not that she's not shitty, but your handling of that incident is garbage and you brought that complaint on yourself.

Because I told her we need to talk at the request of management?
Oh, I forgot to mention that she went crying to my mom saying "I go out of my way to be mean to her". Yes, my mother.
Because you worded it shitty.
"I hope you know what you're getting into" DOES sound like a threat.
Does it sound like a physical threat? If someone told you that, would you really go buy a gun for protection or cry to HR citing "fear for my safety"?
It's about how she can skew perspective, not actual intent.
She officially rustled your jimmies.
Yeah, if you left that last part out, any complaint she made would have gotten her laughed out of the office.
Even Ahab would have gotten it done faster than that.
I'm spending about $5,000 a minute pulling pricing data right now and I'm so stressed out and focused that my brain wants to explode.
Going for a new record of pricing in a single afternoon.
yeah, but the fact that she was able to file the complaint at all is your own fault.
there's a tiered authority level inherent in any hierarchy. the lowest levels of management (whoever took the paperwork from her and sent it up to HR to be evaluated) don't have the authority to laugh off any complaint with evidence which could possibly be construed as a threat, regardless of how any reasonable person would interpret it. they don't get to make that interpretation. you basically guaranteed that her complaint would go up at least a few levels of management, to someone who DID have the authority to make that interpretation.
Further, while what you said isn't a threat of physical violence, it IS a threat. It's the most petty, passive-aggressive, e-thug type of threat it is possible to make, but it's still a threat. You're implying that there is some power that you can bring to bear against her. the only power you can bring to bear against her is the double-edged sword of attracting upper management's attention, and if she had the balls to call you on it to your face you'd back down or go down in flames, but that's not the point. you're still making the threat. further, you're making it in a way that lets you weasel out of it if she, oh, say, passes it up to HR. After all, it's not a REAL threat! You're just trying to intimidate her into doing what you want (leaving you alone- a fair enough goal, but ends don't justify means), that's all. No threats here!
tl;dr: you're being a bully a la Dennis
i suggest you stop acting like Dennis, apologize to her for that particular part of the email, and try not to do shit like this anymore. lets you play the role of being-the-bigger-man (unless you're all smug about it, which just undermines the whole thing), gets you brownie points with HR, and gets her off your case.
So yesterday I had to come in 1.5 hours early and go out all day. Migraine all day fun times. Don't get much sleep last night only to get a call at 6 am telling me 2 guys called in sick so instead of catching up on my office work I missed out doing yesterday I have to come in early to do this huge job for the school district. 4 hours of non-stop dumping boxes of schools and shredding them. Was mostly just me and another guy and we managed to do about 20k lbs worth and still got like 6 pallets worth left but we ran out of room. And most of the boxes had half a roll of tape around it that we had to get thru to dump the books out. Now gotta double make up office work
Also really hurt my soul to destroy so many books that were still perfectly usable (seriously some were still in original shipping packaging complete wrapped in plastic and bubble wrap. And seriously basic math hasn't changed in centuries and classic literature has been classic for decades). Especially knowing these easily costed several million dollars that we are on the hook for. Man school book industry is such a racket.
Pic of most of them though obviously you can see didn't get all of it in view and another 8 pallets behind me

See, you're calling me a bully, and yet you dont even have the whole story, its like you're judging me on your previous negative bias you have towards me.
Perhaps you missed the part where I said he got the staff to hate on a girl because she thought we were fucking, and if I'm fucking someone thats not her, that girl is a slut and a tramp and a terrible person?
Perhaps you missed the part where she went to MY MOTHER to complain about me "being mean", when what I did that was "mean" was her insulting another co-worker, and that co-worker getting mad at her for insulting her, that was my fault, and that was mean and I shouldnt have done that.
Seriously, getting my mom involved, thats some grade 1 playground childish bullshit.
More to the story:
This girl CONSTANTLY complains to management about how her peers are all idiots and no one does their job properly. Its not a secret that she complains about everyone at work, but if someone says anything negative about her, she takes it like its the end of the world, no one can say anything bad about her otherwise she cries and complains.
She's constantly asking others to cover shifts for her, but god forbid you ask her to work a shift for you. She asked me to take a Saturday for her (probably the worst day in the week to work) and I did it without hesitation because I'm a good guy (believe it or not). 2 weeks later I asked her to switch shifts with me (a Monday for a Tuesday) cause I had softball, and it took about an hour of haggling her for it, just because "I want to work Monday cause I like the people working Monday". When I expressed my frustration over how much effort I had to put to switch a shift, "I just wanted to see you beg". This is after I did her a favor by working a Saturday for her.
But yeah, I'm the bully and the terrible person.
And seeing as how human resources laughed it off (and since the girl could potentially sue them for failing to protect her safety, so anything like this probably gets taken very very seriously, and yet it was still laughed off), yet you consider it "the most petty, passive-aggressive, e-thug type of threat"...well, keep shining that negative bias buddy
Now thats passive-aggressive.
She took what you said out of context quite successfully. You may not have been a bully, but you definitely made it easy for her to make the case.
Stop being such a bully.
OMG all my years of taking harassment classes shall now pay off!
You're fucked.
Seriously, you're fucked.
Now on to the actual serious post.
It doesn't matter how you view the message to her. Or the prior interactions. It's all in how she views it. Companies will always err on the side of caution in regards to any harassment complaints. As it stands your boss made a colossal blunder in telling you to talk to her. This is now going to get bigger. Especially if you told her that your boss requested you speak with her.
If someone files a legit harassment complaint the last thing any company would want to do it put both parties together unsupervised. It's a recipe for disaster.
Do not be surprised if this is brought up again. By not investigating the issue your company is now opening themselves up to litigation.
