Get a job, do household chores, pay rent, whatever. set a time limit for this stuff to happen. Make sure he and she both understand the limits are firm. make it clear that any more damage to the house and he's out.
Don't be unreasonable in your time limits, but don't be too generous either. I'd suggest a month to find a job, with the requirement that until he's paying rent, he does household chores. Maybe, after good behavior and a job, an additional 1-2 months for him to build up some savings and find an apartment.
It doesn't really cast you as the good guy, but as long as you're not unreasonable you should come out okay with the wife. And that's all that matters.
edit: also, don't play the "my house my rules" card unless the house is 100% in your name and you pay for literally everything you use, including cars. because if she has even a shred of leverage, she'll use it. "My car my rules." "My vagina my rules." etc. That's not a contest you want to play with your SO.

What I'm talking about is that sex would be another piece of leverage she'd have to use against the "my house my rules" card. i.e. she could twist the "my ____ my rules" argument around and use it as a reason to cut him off. That argument is extremely adversarial and sets exactly the wrong tone to take with your SO. She lives there too, whether she owns it or not, and that makes it her house.

Years of both having and not having cable and never really used cable for anything other than background noise or for company or was some package deal that made it cheaper.
