I heard the rumors were before Rock injured himself that Rock/Lesnar were going to do a slow build to next years Wrestlemania.

I'm not going to get into a argument over this but if they didn't air RAW the terroist would win. It's what they want, they want us to air clipshows and reruns. It's going to air, people will watch it.
