Not really. If you have the power, you can keep individuals from achievements if you don't like them. That undermines the integrity of the activity/competition, but doesn't mean the competition is necessarily scripted.
More a case of the powers running things in character simply making sure certain people were never given the chance to win the title. Same way Vince was trying to do everything in his power during the attitude era to keep Austin away from the title only it worked in the case of Doink.
I like how HHH is using the "Bow Down To The King" theme while he is EVIL COO HHH. And eventually when he goes back to being face he can use "Its All About The Game" again.

I don't know why people are hating on the beat down's. He's been holding himself better than Miz/Zig until the numbers game catches up. If anything it's making him look stronger that it's literally taking 4-5 people every week to beat him down.
Other than Show being a baby the programming has been great lately. Heath Slater mocking Titus' dog bark was hilarious.

How about showing his intelligence and using hit and run tactics sooner or later, instead of running in to get beat down 5v1 again and again. How about next raw, he walks into another match with the whole roster on stage, and when the shield strikes, takes a chair and clips seth rollins in the knee then runs up the stage chanting yes while the shield go check on rollins. No one on the roster stops him because "if you get involved with daniel bryan youre fired"

They seem to be "honoring" contracts as like they brought up the iron clad contract (oh but if you don't perform you don't get paid) and since he was champion, he is entitled to a rematch. I do expect him to lose in a screwjob manner, in which they will keep him purposely in midcard matches, stating it's his job to wrestle the heath slaters of wwe only and he will start taking them out one by one by doing run ins with a weapon. Just so long as we don't get Ambrose duct taped to a chair in a bathroom like Razor during the NWO angle with stone cold, it will be fine.
They are working a slow burn so that the reaction when he finally does get the upper hand will be off the charts. And its working for Big Show, too--when he finally does the KO punch on HHH, the crowd is gonna be going apeshit.
