THey don't really. Talent from both shows go all over the place now and they did away with the draft apparently also. The only things that really separates the two are the titles representing each show but even those are defended on both shows now.
SD is so bad. JBL's commentary saves it. Someone some pages ago said something about the GM's being pointless and I agree. They need to just drop it along with the entire branding. At this point, I honestly do not even know what the point is of the US belt or which of the "main" belts is more important(WWE/WHC). They really need to find some new writers. I know majority here poke fun at TNA, and I too think it's pretty bad, but WWE isn't that much better to me anymore.
Edit: I watched the new release of: WWE The Attitude Era and the extra 3 dvd's had backstage extras besides matches. It was very very entertaining to watch. The APA stuff was awesome. I didn't watch WWE when JBL had his cowboy/stockbroker persona going so when I see "Bradshaw" it's so much cooler to me. They included the scene where The New Age Outlaws went to a bar to play pool and APA caught up with them. Also, APA "protecting" Mae Young for a younger "sexual chocolate" Mark Henry.
To watch that dvd set, and then to watch the current shows, it's borderline pathetic what they're putting on tv right now.

In CM Punks whole thing about getting away from the same rehashed story lines, and seeing the champion retain forever, blah blah blah, he's become what he hates. Will they ever actually have some good writing and not redo old story lines? Probably not. Would I love to see an actual good change to it? Of course. Like getting rid of the annoying GM bullshit. Like to have left AJ and Booker T as GM's put Vickie backstage and let Ziggler go out on his own and become a champion.
I think part of the storyline stagnation is because there's no real mystique about characters anymore. Look back to the Undertaker and all his implied ties to the dead, drawing power from darkness, and whatnot. There's none of that now. Sure, I'd call his stint as a heel with the Ministry of Darkness a flop, but you had the APA, some people who thought they were vampires, and other shit that offered a bit more variety than just, "Nuh-uh, I'm more awesomer!" on the mic nowadays. Granted, I know pining for a certain ratings level will prevent some of this stuff, but seriously, if they're gonna run off hooks of people having sex, you've probably pushed that limit enough as is and can get more gimmicky without being retarded clown mode like Santino's become. I know a lot of wrestler's back in the day came off as little more than 'roided up stereotypes, but now they don't even have the stereotype thing going.
I think the main reason they still somewhat maintain the brand extension and all the titles is mainly because they are still separate for house shows. This way they can still have a champion at each house show when there can be 2 live events going on in the same night. As far as TV goes though its almost non existent now.
Right now, the only thing the "Branding" does is give them two main shows. All wrestlers from both shows will show up on anything now. They haven't been separate for a long time, not since Smackdown turned into "Super Smackdown". That said, they still use Smackdown to build up some of the "B" talent and use Raw for their money makers.
As for the belts, I always saw it going WWE > WHC > Intercontinental > US with Tag Team floating above and below the US...depending on who's carrying em at the time. I never really saw any confusion in it since you just need to look at who's carrying em to realize which ones are more important then the others.
With the writing, the problem isn't so much the lack of mystique or even the PG rating crap, it's the fact that the writers have a vice grip on the balls of the stories instead of letting their talent be talented. The Attitude Era took off like it did because it didn't rely entirely on a group of back stage writers giving the Rock and Austin scripts, the writers wrote the basic story and let the wrestlers run with it from there. There was a lot less control and more freedom for the guys to make themselves popular and cut promos so awesome you'd forget just how stupid a lot of the stories actually were.
They need to go back to letting the guys who can talk, talk and the guys who can't have a manager or a teammate do it for them.
That's another huge problem currently(assuming you're talking about rarely if ever defending a title on tv). Since we currently have zero character building, no feuds that mean anything, and the same rehashed matches every other week the house shows offer little incentive to watch them. I can't even recall the last time the WWE belt or the WHC belt was defended on tv other than at Raw 1000. This means that whoever is the current title holder after a PPV, they will continue to hold the title until the next.
Tonight's show has been abysmal thus far. PTP jobbing for Ryback. Ryback vs Punk 3, great. No one wants to kiss Rosa? Sure lol. Vicki vs. Cena/AJ pt 4. Still, no one cares. Dolph vs Cena? My money is on Ziggler so he keeps getting his push. We'll see later. Berty vs. Khali. I guess. Kofi beating Tensai was laughable. His "Trouble in Paradise from outside the ring looked like a fly scratching Albert's head. The cross body was a lolcross body, and he 3 counts, yet Tensai came back beating Cena and others? Come on.
I think I'm going to take a break from watching because at this point I have nothing good to say and I'm just nostalgia'ing constantly. Maybe everyone else can find the good in watching currently and I'll get back into it.
