Storyline wise I can see it making sense. If the US title match was first, Rollins could "lay down/forfeit right away, sacrificing the US title to keep himself fresh for the World title match, but by putting the World title match first you remove his chance to weasel out of one potential match.

They are normal rules. Seth could just walk out of the World and US title match, get himself dq'd, etc.
