Been happening on and off for a while. They don't really honor that tradition anymore. Generally whoever they want to hype more will come out last.

Challenger still gets announced first by the announcer.

For the earlier talk of devaluing the championships, that certainly devalues it more than opening the show with a title match. Champ should always come out second.
