NBC is completely irrelevant, this is the Penguins local broadcast team having a higher local share of the market than any other non-Canadian NHL/NBA team's share of their own respective local market.
Say the most popular watched teams were:
Miami Heat, Boston Celtics, Boston Bruins, Chicago Blackhawks, and Pittsburgh Penguins. The stats would look like this:
(1) Pittsburgh Penguins (21% of local market tuned in for minimum amount of time to qualify as watching).
(2) Miami Heat (19.8% of local market tuned in for minimum amount of time to qualify as watching).
(3) Boston Celtics (19.3% of local market tuned in).
(4) Chicago Blackhawks (18.4% of local market tuned in).
(5) Boston Bruins (18.2% of local market tuned in).
This has absolutely ZERO to do with national broadcasts. This doesn't even use raw viewer numbers (such as 1mil vs 1.5mil because that would skew things for New York teams and other gigantic cities who would have more viewers than small cities even if a less % of the overall population tuned in in New York). It's the share of viewership in a market for those TVs that were used that night. Basically what its saying is that in the United States, the city of Pittsburgh is more 'excited' about the Penguins and a greater % of people are regularly watching their games, than any other city is 'excited' about their NBA or NHL team.
