I think the complaint is still more of the lack of a similar CBA cap on other things resulting in Torts eating $20k for a lesser offense, lol.

It's because Torts isn't subject to the CBA (he's not a player), thus the league can fine him whatever they please.

Same thing in the NFL saints bounty scandal, they're free to fine/suspend the coaches however they like, but they need to be very careful with how they punish they players, as there are union rules they have agreed to abide by.

I'm aware of the legal end, but perception-wise it's terrible and the league should have thought of the potential of such a comparison being available shortly down the road before they doled out a monster fine for a benign media rant.
