Fear for your life is irrational. Fear of being bitten is rational. Fear of being bitten does not justify deadly force. I deal with animals every day in my line of work. Even the aggressive ones have never made me fear for my life. I have also never once thought of capping a dog because it was wagging it's tail. These guys are supposedly trained to recognize posture, body language, subtleties, and behavior in human suspects, but this guy could not size up an animal in a half second? Bullshit. The dog did nothing wrong. The owner can look at this in retrospect and see things they could have done differently, but they are not at fault either.
