Footage of the dude walking around and mingling with the crowd after the shooting. He still has his gun and is most definitely on the street and not in an elevated position. So looks like he is not our guy after all.

Dallas PD says Jordans dude has turned himself in peacefully (probably for his own protection). One suspect who was engaged in a gunfight with police is now in custody. They are also in possession of a suspicious package that is being investigated by a bomb squad.
