Generally speaking they've been rather supportive of us and our military. They supported and even participated with us in most of our post ww2 wars. We still had active military bases there until the 90s and even after it closed would do large scale military exercises with us to keep up relations. In more recent years they've let us reuse the Subic bay naval base somewhat to support our attempts to have a greater presence in the pacific. And generally they are the most pro-America country maybe even beating out America lol. And reading the article it seems like they are protesting us helping them fight Islamic militants... like dude we're helping you. On the other hand new president is trying to pivot away from us towards being more friendly with Russia/china cause we mad he off executing people left and right

There's a lot to Duterte. But yeah he doesn't love the US, and he's a popular president at home.

He used to be mayor of Davao (where his kin are now mayor/vice-mayor), and we covertly evacuated an operative from a hospital who blew his leg off in an accidental explosion before Duterte and his people could interrogate. Duterte was livid, and won't let it go, even though this guy died back in like 2006/2008(?). He was the Death Squad Mayor even back then. He rolled into a restaurant with a revolver and made a tourist eat his cigarette butt. (Smoking only in designated areas). The guy swears by summary executions and plainclothes assassins. He's nonchalant about collateral damage in the form of innocent children. He swears and talks shit on Brobama. I don't see how our relationship can do anything but deteriorate while he is president.

Here's a WaPo article from last month with more Duterte history if anyone's interested.

It's inconsistent. Earlier this week the city of St Paul laid fresh concrete on a sidewalk and didn't mark it for 24 hours. Within that time a few shoe prints were added and now they'll have to redo it. Also, if there is construction from a private firm, it's likely to not get marked at all. There is a apartment building across from my work that was put up over the past year and had half of the sidewalk closed off. There were no indicators on the main street, while they did mark it on the side road leading behind the building.
As for an example of having to walk in the street to get around construction, this past summer there was major road construction by the U of MN on the St Paul campus on the only two roads you can enter from the northern burbs. One street was completely closed off while the other had work done one the sidewalks on both sides of the road. The only way foot traffic could get in & out was walking in the road. There were no other option until about late August.

City ordinance here designates the first 5 feet of anyone's lawn to be public property along streets without sidewalks to avoid the issue of people walking in the street. That doesn't stop people from brandishing firearms at anyone who steps on their grass.

The fact both officers shot leads me to believe it was at least somewhat justifiable rather than twitch panicking around someone with a gun. And, speaking as someone who's been suicidal myself at points, getting a police officer to do it for me by pointing a gun at them was definitely something I have considered in the past.

Walmart stores in MN generate more police calls than any other business
The Roseville Walmart, for example, generated about 600 calls for police service last year and it's easily on pace to top that count this year. Last year, about 40 percent of the calls involved theft. The others ranged from disorderly conduct and narcotics to auto accidents and child abuse.

The store hires some off-duty police officers to try to keep things under control. Still, "they're close to taking up too much of our time," said Rick Mathwig, Roseville's chief of police.

He said the department has literally reached its limit with Walmart.

"We're at our maximum level of effort at Walmart," Mathwig said, "so if the calls for service increase we're gonna have to look at decreasing our response in some sort of fashion that does not negatively impact public safety over there."

Not far away in Woodbury, the Walmart store generates more police calls than any other location in the city — 526 last year. By comparison, the two Target stores in town combined produced fewer than half as many calls.

Walmart tops the list for police calls in Maple Grove and Brooklyn Park. In Bloomington, only the Mall of America generates more police calls. In Shakopee, Walmart has been in the top two businesses for police calls.

In St. Paul, the Walmart generated 1,400 police service calls over the year ending in August. More than two-thirds concerned shoplifting or other forms of theft, according to police records.

San Antonio man shot by Austin police 27 minutes after tearful call to 911[
"I, uh, just want to talk to somebody," Munroe said to the 911 operator. He refused to give his address and made it clear he did not want police to respond.
"He asks 911, can you please tell them I don't want to talk to them, can you give me some quiet," Maloney said referring to his client's plea on the 911 recording.
The operator continues to urge Munroe to drop the gun and then by all accounts he does.

Officer Murphy then rushes on him with a taser.

Maloney said less than a second after the taser was deployed, the other two officers unloaded more than a dozen bullets, six of those striking Munroe.

“The (police) chief (William McManus) and I feel that it is important, but the union was not willing to consider that and they wanted to be paid for any changes in the disciplinary process,” city manager Sheryl Sculley told the Express-News.
Campaign Zero has compiled police contract language from 81 of the 100 largest American cities in a database measuring six specific categories of accountability language. Though most of the cities fail on a majority of the group’s standards, San Antonio is one of just six cities to fail on every one.

The cop's defense basically amounts to "It's just a prank bro! There was no shit!"
