This is a few weeks old. Officer was suspended and whatnot. Mayor went completely overboard by saying it was "Despicable" and that "I will personally see to it this officer will be brought to justice." Local FOP countering with justified means, not a violation of their use of force policies (even if the woman he punched was the assailant, he would have been justified), and an investigator was hired because they believe it was a set-up by this woman who's been involved in many lawsuits like this in the past and it just so happened the person who was filming was at each instance. It's a cluster.

That's actually a fairly small number to be honest. Figure he's a 20 year vet, lifetime arrest count of about 2000 arrests, somewhere in there there's going to be someone who complained, was wrongfully arrested or arrested on good faith, or someone who had too much money or authority problems and complained because their cuffs are too tight.

That's probably the easiest and the most common type of lawsuit for excessive force. Nerve damage due to improper handcuffing; it's hard to prove otherwise and our medicine isn't advanced enough to disprove pain from nerve damage. Complaints are complaints. 13 complaints about excessive use of force? I say that guy needs to use more! Because 13 complaints of excessive use of force that are unfounded won't get you fired. All it takes is one excessive use of force complaint to get founded to revoke your status as a peace officer to the Department of Justice. Period. Not uncommon to see over 100 to 1000 complaints of excessive use of force on a vet with his time in and all of them unfounded.
