The tech is meant to prevent a terrorist attack should they be using a cell to remotely detonate a bomb, but so far it's been used to disrupt protests. In that link it is mentioned that San Francisco shut down an entire area of the city for a few hours because of a protest.

The San Francisco one was slightly different. They were shutting down cell service in BART. In that part of town, it's underground in tunnels that normally doesn't get cell service. They installed antenna's so people could have cell service while commuting and turned those off during the occupy protests for a few hours. Still bullshit, but different tech so to speak.

The Edina Police Department figured out that while searching Google Images for the victim’s name, they found the photo used on the fake passport, and investigators couldn’t find it on Yahoo or Bing.
