Either way he could have just punched or kicked the dog instead going rambo on him. A swift kick will make most dogs back the fuck off. Not that it was needed in this case.

they/most people are issued spray for dogs, though it is perfectly legal to defend yourself against aggressive ones (obviously).

Obstructing officers my ass. How can that even be a legitimate claim when there is footage showing he clearly wasn't doing that. I could MAYBE, MAYBE see that shit if he was taking up a parking space that one of the cops wanted to use but there was clearly nobody trying to park there.

This is more of an indictment of lack of training on the cops part than anything else.
