The problem is both.
I've been through this. The police didn't rush in with assault rifles shouting orders and making threats. No guns were ever drawn at any point. Everyone was calmly told to leave the building, and that was that. The police never put anyone in danger. It's a totally different situation.When theres a bomb threat, do you blame the police for clearing buildings out and ruining everyones day? Should they investigate for a bomb before clearing people out?
I'm confused, do people really think dispatch doesn't try calling back numerous times?
You are mistaking swat with narcotics. Swat only gets involved if it's a known drug ring where the chance of having heavy resistance is a possibility. Even then at least what I've seen, if they are brought along, it's due to them being trained with robots for surveillance.

Does anyone have specific questions about 911 calls leading to swatting or how calls are handled? I've been handling Boston 911 for the past few years including traces etc....
By department policy a call like that requires two rapids (two officers in each car), and a patrol supervisor. That call goes out over the air, and most officers in the district will free up and assign themselves to assist.
While that is going on, the call taker is either trying to get more info from the caller or trying to recontact them if possible. Myself or one of the supervisors is listening to the original call, and looking at the "mapping" and the location of the cell tower to see if this person is even in the area of the location he is calling about if he is calling from a cell phone.
There are multiple variables to play through, so we need to take it very seriously in the response. As the officers will arrive well before we figure out if its legitimate or not. It makes it trickier if the person is calling from a non provisional 911 phone (phone with no service can call 911, but can't be called back or traced).
If its a landline phone, then we are going with the call is legitimate and coming from the address.
If its a VOIP phone, we need to go by the address given and the address recieved from the ALI/ANI information of the call. Most swatting calls are done with VOIP services because you can place any address as the home location, and when 911 is called that home location is what appears as a location on the call centers screen. VOIP calls also can't be traced on the department level.
I kind of rambled on there, sorry.
We get alot of prank calls that get picked up on quickly sometimes. Majority of our prank calls are individuals calling in people shot in a certain part of the city to divert resources away from another part of the city. (usually gangs fueds)
As for swatting, I don't think we have actually had any incident like that here before.

The way Jmc described it is pretty much what we do. Hasn't been any Swatting here as far as I know. Our dispatchers are pretty incompetent, but most of the search and triangulation protocol is automatic. Doesn't require much interface. If the program can't get a fix on the caller location and the call-back doesn't work, you still have resources on route and in most cases on scene before the dispatcher even finishes his verification procedure.
