A lot of times, most police agencies that settle out of court don't admit liability. Under the law, it squashes any outside investigation from the DoJ and leaves punishment up to the individual departments.
Interestingly enough, payouts from insurance don't affect the rate at which they're charged per officer. There's something like a one million dollar bond on each officer in the U.S., which is likely one of the highest rates in the country if it's a state-funded insurance company. Chicago's payouts for lawsuits don't even touch the NYPD which was something like five hundred million last fiscal year.
It's mostly because the incidents are not as widespread as it's believed to be. For every agency that has a boatload of complaints and settlements, there's probably a dozen or so agencies that do not. Even if you look at large departments like the NYPD that paid out so much money last year ended up identifying less than 100 officers on the 30,000 officer force that were the main culprits of the complaints and lawsuits. The rest of the settlement money came from Stop and Frisk, which Bloomberg easily shelled out the dough from his own pocket to keep it going.But the politics of pushing police departments to change or make concessions can be difficult. A recent Gallup poll found that across the country, 56 percent of adults hold “a great deal or quite a lot of confidence” in the police as an institution. If a majority of Americans feel positively about law enforcement, gathering the political will needed to compel change becomes tough.

50% of those seizures were for under $8,000. Be generous and give them the full $8,000 per stop. That's $247,992,000 seized. How much money do you carry around in your pocket every day? Your car? Have you ever physically touched $8000?
That other 50% equals $2,252,008,000.
So 30,999 stops resulted in roughly $2.2 Billion dollars seized. $2,252,008,000 divided by 30,999 is $72,647 per stop. Who carries $72,647 around, let alone 31,000 people? How many people here have transported that type of cash around?
We're not even talking about suspected drug seizures, either. We're talking about people who were later found to be working for terrorist networks trafficking across the U.S. Cartels as well are shipping across the U.S. in similar fashions, yet the seizures don't stop the Mexican Army from seizing other huge amounts of cash from Cartels, or stop groups like ISIS from gaining $300,000,000 in U.S. dollars.

Almost half of the cases that involved people getting less than $8000 seized were fought and the government returned the money. If you're caught with drugs with that type of cash, who's to say you weren't selling? Prove it wasn't suspected proceeds of crime. You have some pretty good faith that people are innocent.

Yeah, used to have respect for Nephlite, but it's officially gone after this thread. I can't believe he just suggested you prove innocence after the cops seize your property without charging you. The reason only half the people challenged is because most people don't have money to spend on a lawyer, and they have the cynical (but often correct) belief that "you can't fight city hall" which is exactly what you're telling people to do.
I'm in no way suggesting the people who have had assets seized weren't charged. If that perception came out that way, then I apologize. But if you're choosing to lose respect over me for that perception, then that's cool to bandwagon. I haven't personally seized any cash without something else, but then again, I haven't caught anyone walking around with tens of thousands of dollars in their back pockets.
Also, I don't necessarily agree with this practice. It's something I haven't necessarily had experience with. The police have stretched laws like this before for similar offenses. I'm just giving you guys the perception to see it from the other side. I have seized assets that were suspected proceeds of crime that I could trace back to being sold or bought with profit from the sale of drugs. That is also Civil Forfeiture.
And really, we can be mad at cops about this, but the problem is that courts allow it.
And the lawmakers made the law. But, civil forfeiture has been around well before 9/11, and arguably, the law was stretched like most laws were in that time for the sake of national security.
Unfortunately, the WAPO article does not cite its source, and does not differentiate between legitimate seizures and illegitimate Stop and Seize incidents. Indeed if those seizures of under $8000 were not legitimate cases, the courts can easily overlook the civil litigation and rule the entire process justified if the police can show the money would have made it in the hands of a cartel or a terrorist.
Also, losing respect for you because you refuse to admit any sort of wrongdoing and qualify every form of personal dissent with "necessarily" does not have anything to do with "bandwagon". You might want to check a dictionary and learn what that word means.
It is your words in this thread that have eroded the respect that people here once had for you. You justify almost every incident where people's rights and freedom are trampled on.
