AGI all the way, supported by the THF DPS spreadsheet. For earrings, in some situations where defense becomes really high and your accuracy becomes uncapped (like, on Pil), Ghillie Earring +1 may win in unstacked Exen. On very weak mobs (low tier Dynamis), a case can be made for Epona's and Brutal IF you are not using Prosilio. Brutal + AGI or Ghillie earring and Stormsoul + Epona's barely edge out their competition. However, Prosilio and full AGI still wins. It's difficult to construct an optimal build for every target so, overall, I would stick with AGI rings/earrings. Whatever you use, I would stay away from Rajas though.
As said above, Brutal is not optimal for Exenterator. I believe there are better options for Torcleavor and stacked Rudra's as well. For what you listed I'm pretty confident Brutal is best for all except for Ruinator (it may or may not be, I'm not sure). In any case it's never a bad choice, it just may not be the best. I haven't a clue on the Last Stand question, sorry.
For Jishnu's... well it depends on what you believe. Some claim that the TP bonus modifying Jishnu's critical hit rate (or any WS with TP modifying critical hit rate) does not truly scale with TP. They say the critical hit rate bonus only changes or "jumps" at 100, 200, and 300 TP, and nothing changes at 100-199 and 200-299 TP. If this is true, Moonshade would not actually benefit you until you hit 175-199 or 275-299 (assuming you have no other TP bonuses). So there would be no real reason to use Moonshade if that actually were the case.
However, every other testable thing scales with TP 100-199 and 200-299 so there is no reason to believe this is not true for critical hit rate. Unfortunately, critical hit scaling is very difficult to test, so we can't say for sure. We don't even know for sure what Jishnu's critical hit rates are at 100, 200, and 300 TP. If critical hits do scale with TP then yes it is probable that it would beat a DEX+2 earring. Apparently, the difference is negligible enough that we can't tell much of a difference either way.
If it's any consolation, I personally hold Moonshade to be the superior option, and I use Moonshade+Jupiter's Pearl for my earrings during Jishnu's.

Cast Time Reduction and Fast Cast share the same term, so whichever is higher will cause you to cast faster. The only benefit would be reducing the total amount of gear you carry around.
I'm talking about cast time. Anhur's fast cast will affect recast time by 5% (Fast Cast multiple). The other will reduce recast by 2% (Haste Multiple).
How would you effectively use a patentia sash and on what jobs / other gear?
You'd put it on the AH and buy something else, I believe.
THF NIN DNC are the jobs it *might* have a use for, but they all have sacrifices from ideal sets to keep gearhaste capped with it
THF you're losing af3+2 hands, af2+2 feet
NIN you can't cap haste with it without removing the 7DW legs
DNC can't cap haste without removing the 10DW body
Of those - if you're acc, att, fstr, ddex capped on a mob, it'll make you swing marginally faster on thf.
Might be interesting in abyssea/vw where you can get a little haste from atma/atmacite
Patentia Sash is pretty great for NIN. Hitting 25/26% haste isn't everything.
Patentia is best for NIN due to the STP and ATT(?). Without those, the sash would be worse than twilight. The main benefit for NIN is that you have high DW now (35%), so you tend to eclipse haste under non-buffed scenarios.
Are we sure the dual wield + STP wins out over 2% DA and 7% haste?
I use iga +2 head, porthos body, koga +2 hands / legs and iga +2 feet and suppa. I would be hard pressed to give up twilight for patentia.
Depends on your outside haste sources (Usually Haste + Marches will tip the favor towards Twilight). Before Patientia, you have 52% DW. Since this is multiplicative with haste, you can compare them by figuring out which value is greater (Increasing returns since we're talking about reducing from an original amount).
Your list gear shows 19% Haste (6+5+4+4) v 52% (35 base + 5 + 7 + 5) DW. Looking at delay reduction alone, you need 31% in outside buffs to compare (May be more or less depending on 256 value/25.X handling) in terms of attack speed.

For 5/5 Merit WS's is it better to use Atheling Mantle or a back piece with the stat modifier? I assume the only way a stat mod cape would be better is if it is a certain amount of stat...if so how much is required to beat Atheling?
