of the ones you listed, you'd want tp bonus if you're going upheaval, and (you didn't list it but...) ws dmg for cleave/RR... they're probably not competitive with oat/da but they're one hell of a lot simpler to make since in the end you definitely want ukon anyway

Wanion belt requires you to do Provenance and have a lot of luck on Seductive Radiance, or whicever radiance it was. I'm 0/13 atm on anything from that. Myrmex gloves too.
Not easy to find successful Provenance shouts on my server. Not easy to find provenance shouts at all, tbh. And most of the times they (rightfully?) have annoying requirements.
Because obviously it's better to get a lv99 ragna DRK who will be afk 99% of the time instead of a competent DD with a level 90 empy weapon, inorite?!
But then again when people do not know you or your reputation, it's obvious they don't have other means to judge your skill if not by your gear.
Were I to lead a Provenance PUG event I'd probably do the same with someone I don't know.

When stacked with SA it should be because of str/dex +8. Probably not during TA but i have to checkup on that, It occurs to me that I didn't check windbuffet or elebelt on mercy stroke for some stupid reason so i'll have to at least plug those in.

Wanion is the fairly easy drop from it's mob. It's the myrmex that are a complete bitch which only goes to gimps or those that already own it. You're probably going to have to make your own shouts at this point though and be careful thanks to how much average pickup quality has degraded if it's anything like my server.
Not being able to buff lock anymore really makes the bad players more noticable.
