Nothing about more PSP games being ported over to the vita, and "summer for PSone classics" is a nice way to really avoid the issue as well.

I think it was a "If A, then B" approach for Sony on the Vita. They might want to see how the 3DS changes with the Wii U launch AND see how the Vita does with a bit of a facelift but nothing drastic. If those both go their way...then id imagine they'll refocus and put a bit more heft behind it. If it does not go their way at least this time they're not on the hook for an entire media format in UMD and letting it just hang around in stores for 4-5 years is acceptable for the higher ups.
