Unless they recant, they've explicitly said that the client will be delivered free to people who already own the game.
I can just imagine the shit storm it would cause if they said to all the people who are still playing (and paying) "thanks for all the support over the last two years, now pay for the game again." I don't see any chance that they will make you pay for 2.0 if you already purchased 1.0.

I'm not saying it will be unplayable; I'm thinking something more along the line of incredibly crippled.
The XI equivalent would be if they dropped a meteor on Vanilla, then released XI 2.0 as the post-WoTG world but restricted you only to [S] regions if you don't buy the "expansion." Yes, you can play... but not really.
What he meant is that version 1.0 will go offline right before the beta for 2.0 starts and it'll never be seen again. So basically it'd be like dropping a meteor on FFXI, forcing it offline and releasing a new version that you have to buy in order to keep playing the same game. It's not gonna happen.
I love the people that are bitching about the relic weapons. If it's the same system he was talking about during both the live letters and the 2.0 docs, then the weapons will have different "seasons" in order to get the relics. The requirements for obtaining relic weapons will change each season as the actual stats evolve, so kinda like the Magian Trials. People are bitching about how there's so many random number generator shit going on when it's likely to change in a couple of months. Right now I kinda feel like they couldn't do much more with the current system. Hopefully in 2.0 the quests will be more involved.
Honestly I wouldn't even start a relic weapon at this point unless I'm absolutely sure that I can finish it before 2.0.
Remember that part about quests being flagged but not completed? yeah, I'd hate to have this thing flagged and then see everything disappear as the new version comes out.
But the "same game" won't exist any more; 1.0 will be gone. And while SE certainly won't lock legacy players out of 2.0 entirely, I haven't seen anything that definitively excludes the possibility of 2.0 being an "expansion." You might have to buy retail 2.0 in order to unlock PvP/summons/free companies/chocobo raising/the rest of new 2.0 content, but if you just want to play a reworked XIV with new graphics, there's no extra charge for that.
Maybe I am being a Debbie Downer here, but if you look at the expansion timelines for XI, as well as the fact that most of the XI expansions releases coincided with XI being opened up to a new region or platform... I can't help but feel that (like the decision to return to P2P) Yoshida will receive an edict to directly monetize 2.0's release.
There will be blood in the street if that happened and it goes against what was said by Yoshida, the director AND producer, said when it was announced. He knows that kind of announcement would be a bullet to the head for this game after all the work they did, its not happening so don't worry over it. The only likely thing I see happening is we would need to buy the retail PS3 version if we wanted to play it on the PS3, if you bought it on PC already, you get 2.0 for free.
