trying to optimize my war for garuda. i am already at str cap but trying to get a mix of enmity and acc because at 350 str, im around 360 acc. i changed out my flame sarg. belt for a +37 enmity belt. costing me 10 acc. i upgraded my af pants to +18str +20vit to let me put on an acc ring without an 18 str drop and also puts me at vit cap without af boots. from there, my plan is to get cobalt solerettes +1 for 4 acc, 3 str and some +hp melds, with that i can use +enmity bracelet without a drop in str. but with this setup, i lost 40 crit rating.

starting stats were 329 str. 310 vit, 414 acc, +85 crit rating, +30 enmity
resulting stats are 336 str, 323 vit, 408 acc, +45 crit rating, +57 enmity.
was it worth it? and where should i go from here? im not sure what acc (before food) i should aim for to fight garuda.

Garuda priorities for a tank are accuracy and enmity. Don't worry about your stat caps once you fill out HDL set. Until then it's kinda your own course of action I guess. Crit rating is also a non-issue. Your SC combo will provide enough for the fight. Shoot for ~415-420 accuracy with food (tuna miq'abob).

420 WITH food? well thats easy. sadly though, im not really in a position to get DL or HDL, no solid ls, and probably not enough time left anyways.

You've already had this question answered, and it was answered for someone else right before you that you didn't look for/read.

You will miss your enmity combo with 420 accuracy, often enough that you will undoubtedly see Garuda run to the mage pillar. It is incredibly insulting that you would say "I don't know what accuracy to aim for before food for Garuda" when that questions was explicitly answered for you. If you're not going to read what people tell you, why are you even asking the question. Notice how that is rhetorical, keep that in mind.

Was it worth it? Yes. Eat Salt Cod Puffs with 408 accuracy and you'll be fine.

As far as tanking, I have no problems holding hate against 30k BLM's on WAR using 65enmity and a DD setup otherwise.

I believe my stats are ~345STR/320VIT/450ACC. Attack will be low, but Skull Sunder's tendency to always miss and it's importance dictates making sure you can land it lol.

For PLD, I think Moogle Sword or Relic might be necessary, but I'm sure people have done it without. PLD's acc problems are greater than WAR's and you're not going to be crushing the parse so balancing acc and enmity will be an issue.
